ALBERTA RURAL ENTREPRENEUR STREAM – CANADA PR PATHWAY

October 15, 2026 Mohammad Ali 0 Comments

The Alberta Rural Entrepreneur Stream under the Alberta Advantage Immigration Program (AAIP) is designed for experienced business owners and senior managers who want to start a new business or purchase an existing business in rural Alberta.

Here is the process step by step:

STEP 1 – Initial Eligibility Assessment

First, we assess your complete profile, including your business/management experience, education, age, language ability, financial capacity, net worth, investment capacity and proposed business.

Main minimum requirements include:

• Business Experience: Minimum 3 years as an active business owner/manager OR minimum 4 years as a senior manager within the last 10 years
• Education: Minimum Canadian high-school equivalent with ECA
• Language: Minimum CLB 4 in English or French
• Minimum Net Worth: CAD $300,000
• Minimum Business Investment: CAD $100,000
• New Business: Minimum 51% ownership
• Business Succession/Purchase: 100% ownership required
• Job Creation: New businesses must normally create at least 1 full-time job for a Canadian citizen or Permanent Resident, excluding relatives
• Community Support Letter: Mandatory from a participating rural Alberta community

STEP 2 – Business Concept & Community Selection

Based on your experience, investment capacity and business background, a suitable business concept and rural Alberta community are identified.

The business can generally be:

➡️ A new business established in Alberta
OR
➡️ Purchase of an eligible existing business in rural Alberta.

The business proposal should demonstrate economic benefit to the selected community.

STEP 3 – Exploratory Visit & Community Engagement

The applicant engages with the selected rural Alberta community and presents the proposed business concept.

An exploratory visit is required. Depending on the community, this may be conducted in person or through web-based video conferencing.

After the exploratory process, the Business Proposal Summary is presented to the community.

If the community considers the applicant and business proposal suitable and beneficial, it may issue the required Community Support Letter.

STEP 4 – Expression of Interest (EOI)

Once the Community Support Letter and required documents are ready, an Expression of Interest (EOI) is submitted to AAIP.

The profile is assessed under Alberta’s points system based on factors such as:

• Business/management experience
• Investment amount
• Net worth
• Business location
• Job creation
• Age
• Previous Canadian/Alberta experience
• Spouse qualifications/language, where applicable
• Family connections in Alberta, where applicable

The government EOI fee is CAD $200.

Submitting an EOI does not guarantee selection. AAIP may invite eligible candidates to submit a full Business Application.

STEP 5 – Full Business Application

If AAIP selects the EOI, the applicant receives a request to submit the complete Business Application.

At this stage, the detailed business plan, financial documents, net-worth verification and supporting documentation are prepared and submitted.

The Business Application must generally be submitted within 90 days of receiving the request.

The AAIP government Business Application fee is CAD $3,500.

AAIP also requires reports from approved Qualified Service Providers for the business plan and net worth/business investment assessment.

STEP 6 – AAIP Approval & Business Performance Agreement

AAIP reviews the complete application.

If approved, the applicant signs a Business Performance Agreement with the Government of Alberta covering matters such as:

• Business location
• Investment commitment
• Business operations
• Ownership
• Job creation
• Other agreed business conditions

After the agreement is signed, AAIP can issue a Business Application Approval Letter and 205(a) Letter of Support.

STEP 7 – Apply for Canadian Work Permit

Using the AAIP Letter of Support, the applicant applies to IRCC for a Canadian work permit.

Once the work permit is approved, the applicant travels to Alberta and begins establishing or purchasing and operating the approved business.

STEP 8 – Establish & Operate the Business in Alberta

After arriving in Alberta, the applicant must establish or purchase the approved business and actively manage its day-to-day operations.

The applicant must:

✓ Live in Alberta
✓ Actively operate and manage the business
✓ Make the agreed investment
✓ Maintain the required ownership
✓ Fulfil the agreed job-creation requirement, where applicable
✓ Meet the conditions of the Business Performance Agreement

The applicant must generally operate the business for at least 12 months before becoming eligible to submit the Final Report for provincial nomination.

WHEN CAN YOU APPLY FOR PERMANENT RESIDENCE (PR)?

It is important to understand that you do not apply for Canadian PR immediately after making the investment or receiving the work permit.

The pathway is:

Work Permit → Move to Alberta → Establish/Purchase Business → Operate Business for Minimum 12 Months → Meet Business Performance Agreement → Alberta Nomination → Apply for Canadian PR

After operating the business for the required period and fulfilling the Business Performance Agreement, the applicant can submit a Final Report for Nomination to AAIP.

STEP 9 – Alberta Provincial Nomination

AAIP reviews the Final Report and verifies whether the applicant has fulfilled the agreed business requirements.

This may include verification of:

✓ Actual investment made
✓ Business ownership
✓ Active management of the business
✓ Business operations
✓ Job creation commitments
✓ Residence in Alberta
✓ Compliance with the Business Performance Agreement

If AAIP is satisfied that the applicant has fulfilled the requirements, Alberta can issue a Provincial Nomination Certificate.

STEP 10 – APPLY FOR CANADIAN PERMANENT RESIDENCE 🇨🇦

Once the applicant receives the Alberta Provincial Nomination, the applicant becomes eligible to submit the Permanent Residence application to Immigration, Refugees and Citizenship Canada (IRCC) under the Provincial Nominee Program.

At the PR stage, IRCC conducts its own assessment, including applicable:

✓ Medical examination
✓ Police clearance/background checks
✓ Security and admissibility checks
✓ Identity and supporting-document verification

The applicant’s eligible accompanying family members can also be included in the PR application, subject to IRCC requirements.

Therefore, the PR application is made after successful business operation and Alberta nomination — not immediately after the initial investment.
